It is time that an adjustment is made to the out-of-control entitlement system. In order to control costs and maintain efficient personnel, the military will have to conduct Human Resources functions (evauations, pay raises, retention) similar to other large business operations. What other large organization could afford to permanently retain deadwood? Why encourage mediocrity with automatic pay raises? Existing practices tend to discourage individual initiative and do not leave room for new growth. Greater emphasis needs to be on individual responsibility and getting the BEST support for our military that we can find - not just make do. Someone needs to be strong enough to speak the truth ( not just what feels good, politically) and start the improvement process.
