We are rushing into this too fast. If NSPS can answer the following questions (which it cannot), then it might be a good change: Who protects the little guy? Who provides security for the employees who resist slightly corrupt behavior (the kind of behavior that is not up to the level of whistleblower action)? In order to protect their pay, why must the workforce be forced to challenge performance ratings written by poor leaders? Can't the current system be modified without wholesale change? What stops the Pentagon from screwing the workforce by not including enough money in their budgets for future pay raises? Who looks out for the interests of the citizens we truly work for? Why do we need to implement a pay system that promotes ass-kissing? How will managers be truly held accountable as the Federal Register suggests? How do we ensure equitability between ratings of employees in different divisions so that raises and bonuses are also equitable?
