It seems odd to me that after all these years it took government to get it right, now it wants to change it. It's easier for the government to reward good emplyees for doing their job, than to punish bad ones for not. What happens when good employees have lousy supervisors? In a perfect world NSPS would probably work well, but, the world is not perfect.
