This new system will only reinforce the GOOD OL' BOY system if you don't suck up to the boss and become a yes man/woman you can kiss all fairness good bye. I do not beleive that a supervisor or manager should have that much power over a civil servant. The government should hold supervisors and manages accountable for not using the tools that are currently available to them now. The way I see it is we are replacing a perfectly good system with one that will reward the suck ups. No matter how many coments are made the people in power have already made their minds up that this will be the new pay system like it or not.
