Only those far removed (Congress) from the impact of this new idiotic system could give authority to other high-ranking officials to come up with said idiotic system. How can anyone, knowing human nature, allow supervisors to have complete control over employees' pay and promotion and monetary awards? As stated in many other comments on this website, supervisors have favorites. Favorites who might not be the best and most consistent performers. The possibility of bribing, may it be lunch, flowers, candy, or something more substantial, will increase with this new system.
