I read where on page 7553 in the Federal Register Vol. 70 that "Desite the professionalism and dedication of DoD civilian employees, that limitaitons imposed by the current personnel system often prevent managers from using civilian employees effectively. The Department sometimes uses military personnel or contractors when civilian employees could have and should have been the right answer." I was told more than once that the reason we use contractors and have been out-sourcing or privatization of the jobs that the civilian employees can or could have done. Because the reduction of civ-pay dollars in DoD, this causing DoD to have RIF's - downsizing, and that they have more money in the "contracting pot"(budget). So I feel that yes we would have been the right answer for many jobs, but management because of money went with contracting, so that is our limitation and it is not by our choice. Just like this new NSPS it is not for the betterment of civilian DoD employees, it all has to do with money, and putting it in someone else pocket not the DoD employees that the goverment says they rely on so heavily.
