What a managements dream to have a system where they can do as they please by taking away Title 5 rights and destroying collective bargaining. If you want to treat civilians as military then why aren't you going to give annual pay raises like the military. Isn't it funny it was mandated that the creators of this crap were to utilize labor organizations to formulate this yet that wasn't done. While national defense is paramount to treat its employees like they have been stripped of their rights and entitlements it shouldn't appear we are in a communist form of government. Ironically take an entitlement of the military retired away and see how you scream.
