I really, really like what I see about limiting the bulls*t, frivolous union challenges to management. In many, many cases, we should just be telling the unions -- which are more interested in their own self-preservation than in actually representing the interests of the employees -- to just get over it. Unions have overstepped their bounds (and unfortunately, management has rolled over as well). It isn't an unfair labor practice to change the number of parking spaces without the union's consent. It isn't an unfair labor practice to move offices around without the union's consent. It isn't an unfair labor practice to close restrooms for required maintenance without the union's consent. It isn't an unfair labor practice to set up various committees with various missions without the union's consent. We might be able to live with the rest of NSPS if we can at least accomplish this.
