I believe NSPS will give managers too much power. Already our managers are using it as a threat. We hear things like "You know when we are under the NSPS pay system this mistake will cause you not to get your pay raises." It will be the good old boys club all over again only it will be legal and we will have no recourse. A person with 20 or more years of honest dependable work history that just happens to work for a manager that does not like them will be at risk for being fired. There needs to be some guidelines that managers will have to follow to look at an employees work history and not be able to cause an employee not to get a pay increase or be fired for a one time mistake or just having a hard time with the particular job, co-workers or having a personnel life event that may affect work temporarily.
