Comments:
Some changes would be ok but exceeding what Congress authorized is not acceptable. Ignoring chapter 71 rights can not be allowed and should not be considered. The only variation allowed by congress was national level bargaining and an independant third party reviw. All other Chapter 71 rights were to be preserved.
