This proposal treats the civilian employee like the enemy instead of hard working people that give 110% every day. The annual raise was funded by Congerss and people knew what they would be getting for a raise. Congress needs to continue to give the raises. Under the proposed way, people will not know if they get a raise, or how much it will be. This proposal will not be fair to people with legal issues and need Union representation. We need to keep our Unions strong and continue to be there for the people.Under this proposal, the worker has no recourse. The system that we have for civilian workers has worked for many many years without problems---if it ain't broke, don't mess with it. This system will promote abuse and mistrust with supervisors and workers, we need the system were we all work together for the common cause. As far as promotions and awards, everyone should be included and not just for a few select people. The awards money needs to be shared by all. What happens if there is a RIF? The proposed system is not at all a good one. All in all, this system is NOT for the working civilians, it is a system where abuse is OK. The system we have now is good for the civilian worker and needs to remain intact.
