Maybe some changes need to be made to our current personnel system, but these changes take everything to a whole new level. Our National Security is of primary concern to the Federal workforce. We support our warfighters who fight for freedom world wide. These regulations sound like living in the very countries that we fight for where there are no freedoms. I can understand simplifying hiring practices because it does take too long to hire in the Federal Government. I do not agree that years of service should be below a performance rating. I believe that is a true blow to the federal employees who have sacrificed and given many years to their Govt. careers. We aren't paid anywhere close to the private sector, yet we know the importance of our jobs and understand our mission. I agree that every federal employee should perform to the absolute best of their ablity. However, leaving the judgement up to a supervisor will be very unfair. With human nature involved, there will be no way that this is fair. Why not let congress decide on a cost of living raise for all, then a way to reward the highest performers. At least then, employees would be able to offset their health insurance increases. At the same time, this will encourage employees to be top performers for even a greater reward. Also, concerning the labor relations portion, I believe you are making too many things non negotiable management rights. There are other ways to expedite processes while leaving Labor relations alone.
