Classification 9901..211 Career Groups How will positions be handled that fall in catch all series (i.e, 301's) which are considered miscellaneous? If we are using a competency based system versus a qualification based system using KSAs, will OPM Classification standards be changed to reflect NSPS? 9901.212 (c) How will the conversion work for positions that are moved from the Wage Schedule to NSPS or when military positions are converted to civilian? How will BRAC, transfer of functions, A76 studies, etc. be handled under NSPS? Are special salary career fields be handled under NSPS? Will they have separate pay levels and bands (i.e. Secretaries, office automation clerks/assistants, IT specialist, etc.) Will they lumped into career groups with different pay levels or bands? Why not call change the name from extraordinatory pay increase to a discretionary pay increase as it is used in the senior executive pay for performance system? Recommend being consistent and use discretionary basis pay increase. Recommend changing "modal rating" to "final rating" . Why confuse employees. Will there be one pay setting policy for DoD under NSPS? or will component have separate pay setting policies? When you say in 9901.311, it can be interpreted that there will be a number of policies developed for pay systems under NSPS outside of the different pay schedules.
