This seems like a return to the "Good Ole Boy" system. If your supervisor likes you, then you will get compensated for that regardless of the type of worker you are. The government wouldn't have to worry about nonproductive workers if the supervisors currently were doing their jobs. It is not a fair and equitable process to eliminate the cost of living increase and expect workers to rely only on awards/bonuses/promotions because the cost of living goes up for everyone regardless of the quality of work they do. Also, bonuses instead of promotions will not count toward retirement salary.
