Comments:
Who will do the independant of DOD arbritration and make the Final Decision on all disputes including the inconsistancies of the Supervisors improper ratings in the Performance Ratings. It is now common for the ratings to be based on non performance items dictatated by a blind higher rators and dictated to the lower supversior who is to be blackballed by not adhearing to the agency line. In addition, there is the vicious supvervisor who is attempting to extract illegal behavior and uses the ratings for evil purposes. The MSPB and or the Local Community Judge MUST have the Final Decision aurthority on all Issues and financial & job rating redustions.
