I am concerned that this system would potentially reduce an employees' income by replacing locality pay with a variable pay dependent on profession and geography. At this time no one can tell me how much I would receive as compared to my current locality pay - this kind of specific information should be available to all employees before implementation especially as we're asked to comment on the program. I am not at all reassured by your insistence that the supervisor's expanded role will ensure proper compliance to the program. You are relying on inherently defective human beings to determine rewards. I work in a 2 person department; my supervisor is not someone I can trust to fairly give credit where credit is due. If I work to achieve improved results for our department she will absolutely take credit for her own gain as dept head. My only recourse for redress would be an EEO action and what do you think the outcome would be for me even if I won? I don't care how you try to package and sell it, everything about this program tells me in a profound way that the US govt is going the way of Wal-Mart in how it regards employees. If this is implemented I fully expect to transfer to the private sector soon thereafter. At least there I would have other basic compensation (like time and half pay or comp time for actual overtime hours).
