I like the idea of pay banding, but I'm not sure how the budget will support all the increases for any given year, should all the employees get an above average rating. I can just hear my supervisor say that although I have done excellent work, the budget will not support a pay increase, thus I can not give you the highest rating. They already use that statement to eliminate quality step increases or awards (they can't use that statement when I achieve the time requirement for normal step increases). With the lost of at least getting my mandatory step increases, will there be any recourse for me should my supervisor indicate that the highest rating wasn't given because the budget would not support the pay increase that would go along with the rating?
