Comment for Qestion #4 - Periodic rate change adjustments should be given to all employees, not a select few. Question #5 - Will there still be locality pay under the NSPS pay system? Comment for Question #5 - Upward adjustments to local market supplements should be given to all employees, not a select few. Question #7 - Will NSPS do away with bargaining units and employees unions? Comment for Question #7 - If you are going to limit the situations that are subject to bargaining, you need to post what those "situations" are that will be subject to bargaining. You're speeding up the process by tying our hands; how democratic is this? What happened to "Free Speech"? Sounds more like socialism.
