This system has little to do with improving anything. What is IS about is capping future high three calculations due to the fact that the govt is facing retirments of 60% or so of their workforce. Considering my situation and my bosses lack of support of my efforts, I have now seen my last pay raise. I retire in less than 5 years. Another item on the "hidden agenda" is to make things so different and/or unbearable that some of the 60% will just volontarilly quit or retire ahead of schedule. No immediat annunity necessarily and definitly NO VSIP. In the private sector this tactic is on the part of an employeer is referred to as Wrongful Discharge. Better read up on it because you can mark my words there will be plenty of lawsuits with that as a basis.. Also, because of the fact that your system seems to favor the younger vise the older employee "..want to attract younger talent.." your system will be challanged as it relates to AGE DISCRIMMINATION as defined by title 7 of the US Code.
