I am addressing the subject of making hiring easier, and other problems in personnel. I offer my opinions from many years of observations. The problem in our civilian personnel system is the Government is losing out on getting good, well-trained, and experienced people. One problem is people who attend harder universities are getting lower GPAs, while easier colleges people are getting much higher (4.0) ratings, which is unfair to a person who attended a name university, received better training, but much harder to get a high GPA. Another problem is work experience outside the Government is given very little if any credit when applying for Government jobs. The Government is trying to hire experienced people at low grades (GS-5 and GS 7s) to come into the Government, so many people do not apply for Government jobs. They feel insulted that the Government does not recognize their prior work experience. Therefore, the Government is missing out on getting well educated and experienced people. I feel prior non-government work experience should be considered and the applicant given a higher grade. How does the new system prevent a supervisor from keeping, promoting and protecting a bad employee, who is a friend or favorite of theirs? How does it prevent a supervisor from firing a long term employee, because they do not like them, or feel threatened by their knowledge? The morale is very low now, and to add to a problem could really hurt production within the government. The Government has people with doctorates, and master degrees, and their education and experience is not being utilized. This is unfair to these people for they are being held back. This is sad, and the Government is losing out by not using their education and experience. All of the above is from my 23 years working for the Government and my observing what goes on. The Resumix system maybe to blame for some of the problems with hiring people. I have been told that some industries stopped using this system for they missed out on getting some good people to work for them. This could be some of the problems. Also, how qualified are the CPOC people to review and rate people applying for Government jobs? I here people are receiving notices that they are not qualified, because they did not get their application in on time (there are reports that this is not true) or they failed to answer just one question in the questionnair. They did not give the applicant a chance to correct this, or explain, just you are not qualified. This is not fair. I feel the hiring system in the Government should be reviewed, because it appears to be some flaws in the system. Further, the Government should utilize the education and experience of its employees. It would benefit greatly. Older employees, who have worked hard, and given a lot of time to the Government, should be promoted before the employee with less years with the Government. Otherwise, this is a low morale, and production creator.
