I cannot get my activity to do my performance appraisal on time now, never mind a perfromance appraisal that will effect my pay yearly. With BRAC looming over trhe horizon and this system basically scrapping all tenure I see this system as a way to cut cost, particually older workers whose pay is generally higher than younger workers. This system will create and I know more than you know "atmosphere" where team work will be a thing of the past. Why would the more experienced worker want to share his/her knowledge knowing that it can be used against them later on. As to the pretense that they want reward top performers, avenues already exist for management to reward higher performers and they refuse to follow their own procedures. This is just another way to seperate civilian pay from military pay. Can't believe Congress is giving Carte Blanche to the Sec of Defense on OPM issues. The idea to give the Sec, the ability to order civilians into war zones or lose your your jobs, is unbelievable. There are so many bads reasons to embrace this system. Yes the present system has its flaws but to scrap it entirely is not justified. Both sides out to sit down again and rethink other possibilities. Thumbs down on this system, its a wolf in sheeps clothing.
