The new National Security Personnel System will have the tendency to pit employee against employee in an attempt to garner more money at the end of the rating period. This is because the more people that get mediocre ratings means that more money is available for the few who claw their way to the top ... the top of the boss' butt! Back-stabbing, which occurs periodically in the current system, could become commonplace.
