I would love to be paid for my performance. The problem is NOT with my performance but with my direct manager's evaluation of my performance. We have quarterly performance reports and I am enclosing his message to us. As a fairly new employee, the only time that I have received any guidance in this job from him is when I went over his head and requested a meeting to assist in planning my federal job career. He became angry and wrote glaring remarks in my quarterly report. I wrote an explanation of the circumstances and requested that my input become an addendum to the record. The enclosure indicated he had not performed one of his job requirements and that he would perform this task in this time period. He did NOT meet with us after this enclosure stated that he would do so. The problem with pay for performance is ALL parties must perform their job. If there is a weak link, the system will NOT work. I highly recommend that feedback must come from the bottom up; as well as, from the top down, until the kinks are ironed out of the system. The feedback on peers must be forwarded to an unbiased source that can scan for problems. I have always been a high achiever being named as Military person of the quarter numerous times, Military person of the year, employee known for superior customer service, and top inventory cost control employee. I feel that my government job is NOT taking advantage of my skills and knowledge that I have to offer. His message to me. "It appears that I missed one of my tasks, to review last quarters documents with all of you. I will make sure that I do not miss this task this quarter. Attached is a copy of your last quarters review. Please review it and make updates to the document I send you for the quarter ended 31 Jan 05. Return the updated file to me 14 Feb 05. Also, please review your IDP via the online tool and print a copy to bring with you for the review. Please indicate on the copy any changes to skill levels or training that has been completed so far this reporting period." As of 9 Mar, he gave me a copy of my IDP to update and return to him asap.
