I have been a Governmen Empoyee for 21 years and was in the Military for 5 years. I recognize the "GOOD OLD BOY NETWORK" when I see it. The mere thought that a Supervisor will once again wield that much power over a persons financial future, their familys and mental health makes me cringe. It's means your government career is just a boss's bad hair day away from the unemployment line. This proposed system (NSPS) will, as stated in the form letter, just creat a disorganized group of "suck-up" employees out for their own profit with no reguard for mission or accountability (we already have contractors). The long term effect will be a workforce in the dark ages, just like the 60's & 70's. No matter how much money you intend to pump into this it is destend to fall on its face, but none of you will be in place for the repercussions through retirement or just maybe your supervisor will decide that your performance isn't up to par and you will be down the road too. I firmly believe that this is not the path to fixing what's wrong with the system. It's going to have to be a collaborative effort of OPM, Unions, and DOD to produce a fair and mutually agreed upon system that is good for all, as this proposal truly is not it.
