The new NSPS by design is going to revive the “old boy” concept where NSPS provides management at all levels with the opportunity to reward their favorite workers and leave out the less favored hard workers. The NSPS has little change of succeeding because of the additional paperwork (ie pay pool managers). The NSPS system will not meet its goal of rewarding the workers who performance is worthy of a pay increase. The new system will give management at all levels of DOD to the opportunity to establish quotas for what organizations will receive the most funds as well as what organization receive no funds. Under the present General Services Personnel system, management receives a smaller amount of funds for bonus and step promotions. And with the current GS system there is a quota system in place. The current GS system was implemented to take the opportunity for favoritism out of the hands of managers who were unable to be level handed in performing evaluations of their workers. The GS personnel system has in place controls to remove personnel who are performing at sub standard level. What the NSPS system will allow management to remove employees from a position without due process. The current system protects employees and mandates managers to thoroughly document sub-standard performance on an employee. The NSPS isn’t a streamlining personnel system, it gives DOD management an opportunity to establish quotas and remove employees on an arbitrary basis without due process.
