What is going to make or break government for attracting and maintaining its workforce comes down to TRUST. I work in agency where management has set themselves up to get the promotions and get the big cash awards and do it at the expense of the workers. This NSPS system will make matters worse for the workforce because the trust is not there. NSPS system will be a good tool to De-Recruit potential employees to the government. Also, I predict that the NSPS system will drive potential US employees away from the government and the government will be forced to get new employees from abroad! - So much for National Security! (And this problem will be worse for attracting engineers and scientist at a time when the US enrollment in these fields are so low that it is considered to be a National Secuirty Issue)
