In order to implement this program, which is likely against the law, you need a supervisory/administrative staff that is competent and conducts all of their activities with intergrity. My many years of experience with governmental agencies has proven that less than 10% (maybe 5%) of the leadership/administrative individuals fall into this category. Implementation will lead to a "good ol boy" system with only the "friends" of the supervisors being rewarded. Without the checks and balances provided by Union oversight and intervention, you will end up with a "sorry" personnel system that financially rewards the wrong and sometimes incompetent employees.
