What are the plans to allow someone who is under NSP to allow them to transfer to an agency that is still under the GS system. Is this a one-way street where if you go into an NSPS agency you are in that system permanently? To switch from NSPS back to GS how will you figure an employee's time in grade to go back into the GS system? I don't think this should be a one way street particularly with the military who frequently are transferred and have spouses in federal service.
