What changes have been made to the NSPS proposal since March 9, 2004, when Director Kay Cole James sent a letter to Secretary Rumsfeld outlining several areas that were of grave concern to OPM? These areas include veteran's preference, efforts to modernize the Federal Civil Service, and labor relations.
