Section 9901.342. There are good aspects of the “pay for performance” concept which are evident in the private sector, especially in small businesses and contract work. Does this concept apply well to military organizations? Is it “morally correct” if we paid division commanders how well a battle is fought or a battle is won? Do we pay the commanders $100 for every enemy killed and minus $100 for every friendly killed? Who will rate the commanders’ performance? What if there are no wars or battles during the commanders’ tenure? Delete this section.
