Sections 9901.341 and 9901.342. Several DOD organizations/functions are “knowledge-based” meaning that one function or mechanism of performing a task is/is dependent on the ability to collect, organize and process knowledge. How is the pay for performance of knowledge applied if there is no product and the “individual contribution” is subjective? Either this section should be deleted or the section improved to define “performance”.
