In regard to page 7560, Performance-Based Pay, there are four areas that contribute to ratings and pay adjustments. Individual performance, individual contribution, organizational performance and team performance. The supervisor and the employee only participate in the determination of the individual performance. The others are determined by others and maybe at times outside of the performance review cycle. The clear definitions of the terms individual contribution, organizational performance and team performance needs to be defined, how these factors enter into the payout function and these terms need to be published in an FRN prior to implementation.
