I am a fifteen year DoD civilian employee with consistent exceptional performance ratings. I love my job. I understand the need to modernize. However, the July 05, 2005 spiral one implementation date is rapidly approaching and there are so many unknown details. I don't think cost of living allowances should be part of the pay pool. If an employee is at an acceptable performance level they should not have to compete for cost of living allowances. At first when I read about civilian employees being utilized to free uniformed men and woman to focus on matters unique to the military, it sounded like a good idea. But, when I read about a 61 year old english language instructor being sent to Iraq I wondered where will this lead? More time and thought is needed before this proposal is implemented. I appreciate the opportunity to comment.
