Comments:
On page 7574 you state that the marginal cost of the accelerated payment of earned Within Grade Increases is difficult to estimate. This is misleading and incorrect. An overall Department estimate may be difficult, but individual agencies certainly must do it. Then the Department can present a very good estimate by doing a little 3rd grade math - addition of numbers that require carry over. My 8 year old can do it, why can't the Department do it?
