Contribution assessment is defined as what the pay pool manager says arbitrarily in section 9901.304. The performance evaluation is between the employee and supervisor. Bringing in a third party, who is likely not the rater or senior rater, in the pay setting process is too cumbersome. If the supervisor can't define contribution and have that in the performance objectives, take contribution out of the process. Recommend contribution and contribution assessment be deleted.
