This section (page 7577, section 9901.105) outlines actions that OPM and the Secretary will do in the future to determine program specifics. The Federal Register doesn't need to be muddied up with announcements of what the Secretary and the Director may do. Recommend the Secretary cancel this FRN, huddle with OPM, sort things out, when the salient features are determined, then publish in a future Federal Register.
