Comments:
Delete the feature of allowing the Secretary the discretion to set pay for a special set of employees in section 9901.373(e). Determine the rules of conversion. Publish them in a FRN. No organization could estimate the cost of conversion with this feature, because no organization can know what teh Secretary is thinking or will do. Having the Secretary meddle in the conversion would ensure that estimation of conversion costs is too difficult to accomplish.
