The goal of NSPS should be pay for performance. But the Secretary wants to convolute the situation with things that may be related performance, such as contribution, attitude, and behavior. These things are not the substance of objective evaluation. The four elements of the system must be limited to performance objectives, an objective supervisor, a willing employee and fair appraisal. That is it. That is what should be in NSPS. Those four elements should be the only focus of NSPS.
