Comments:
Publish the implementing issuances in a FRN before NSPS goes into effect. There are just too many loose ends to be defined to make the NSPS function in a efficient manner. For example, in section 9901.409(i), the fundamental questions go unanswered - how is good work recognized and how is good work rewarded? Provide that methodology. Since the rating impacts retention, it must be known before NSPS implementation.
