Are we supposed to believe that DoD hasn't already come up with all the policies and guidance that is not included in this proposal? SMDC is supposed to be converted to NSPS in July of this year, so no one can tell me that this NSPS isn't fully defined somewhere in the bowels of OPM and DoD, and has been for a long time. Publish the whole system, don't leave us in the dark!
