Comments:
On page 7552, The Case for Action, you quote President Bush and Secretary Rumsfeld. Both quotations speak to the future force, how the force must change the way it thinks, trains, exercises and fights. Both of these quotations reference the uniformed forces of DoD, not the civilian workforce. To use this as the basis for implementing NSPS is wrong. Secretary Rumsfeld has taken his own words out of context and used them as an excuse for changing the whole civil service system.
