Comments:
The FRN speaks to creating an environment where the total force - both uniformed personnel and civilian personnel - think and operate as one cohesive unit. How can we all think and operate as one unit under these proposed rules when so much is undeclared? This is akinned to ordering a military unit to carry out a mission, but not informing them of all the pertinent information they need (such as enemy positions, or the missions of adjacent units). Even the military are allowed to know what orders they are being given, and have the opportunity to refuse to carry out the orders if they are unlawful. Afford us the same courtesy.
