To quote from the FRN, "(T)o support the interests of the United States in today's national security environment - where unpredictability is the norm…", NSPS certainly fits this bill. NSPS allows the Secretary and DoD to constantly define and redefine characteristics of civilian service. NSPS creates an environment where unpredictability reigns supreme.
