You say that the Federal personnel management system is based on important core principles, but those principles are characterized by an inflexible system. NSPS is certainly flexible, although I don’t agree that it preserves the important core principles. NSPS's flexibility lies in the authority given to the Secretary to define, adjust, and readjust almost all areas of the NSPS system, without the oversight of Congress or the employees' representatives. It's defined this way one day, defined another way when the wind changes directions, through policies and procedures issued and reissued on a daily basis.
