I don’t believe NSPS will offer the civilian workforce a system that will become more competitive in setting salaries. If DoD (and the government as a whole) wanted salaries to be competitive, they would comply with the Workforce Pay Compatibility Act and raise salaries to be contemporary and competitive with the private sector. NSPS will offer DoD the opportunity to restrict salaries even further.
