The greater opportunities for mobility within the Department for civilians in DoD you speak of on page 7553, is this the idea that civilians must complement and support the military around the world in every time zone, every day (page 7552), as well as the idea that civilians are being asked to assume new and different responsibilities, take more risk? I submit that you are describing the "opportunity" for civilians to be deployed with the military. What a wonderful mobility opportunity!
