Page 7553, last column, para entitled Authority to Establish a New HR System. You state that the authority for NSPS is 5 USC 9902(a) through (h) and (k) through (m). You acknowledge that NSPS is made up of three legs, the human resouces management system, the appeals system, and the labor relations system. 5 USC 9902(c) excludes ten organizations from NSPS. This means that the ten organizations are exempt from the human resouces management system, the appeals system, and the labor relations system. Why do you prefer to violate the law by attempting to include the ten organizations under the labor relations system portion of NSPS?
