You say that the law authorizing NSPS says that DoD and OPM must use procedures that provide employee representatives with an opportunity to participate and collaborate in the process. However, you deny the representatives the opportunity to do just this by refusing to publish policies and procedures, and excluding such policies and procedures from the collaboration process. How does this not violate the law?
