Pay and Pay Administration – Subpart C, pg 7561 and 7559 Page 7561 “Initial Conversion: upon implementation of the new system, employees will be converted based on their official position of record. Initial entry into NSPS will ensure that each employee is placed in the appropriate pay band without loss of pay.” Page 7559 “DoD will also set local market supplements ( a supplement to basic pay in lieu of locality pay) for rate ranges based on geographic and occupational factors.” On page 7559-60, “DoD will determine the rate range adjustments and local market supplements considering…” . And further down, “DoD may determine local market areas as well as the timing of these pay adjustments.” So my question is this, when we undergo the initial conversion, without loss of pay, does that include whatever current locality pay adjustment we’re currently receiving or is it just the basic pay? If it’s just the basic pay, when might we expect DoD to determine the timing of the local market supplements…the same day we convert, or 6 months later? 2 years? 5 years? If we're going to wait for DoD to determine the timing, what a great way for the government to save money by delaying this action! As a current GS12 step 5, I stand to lose almost $400 every payday until DoD gets around to making and implementing their decision! On 10 Feb 05, Mr Gordon England said (paraphrased) "NSPS would be a win for the employee"...with my potential loss of $400 every payday, I'm having a difficult time grasping his version of "win".
