Page 7554, center column, first full paragraph says that the appeals process established under NSPS must "ensure that all affected DoD employees are afforded the protection of due process". Due process says that innocence is presumed until proven guilty. The appeals process defined in subpart H does not maintain due process - if a supervisor believes an employee has commited an offense that, if convicted will result in imprisonment of the employee, the supervisor can take immediate action to remove the employee. This is presumption of guilt until proven innocent. Due process is being trampled into the ground.
